“the United States Policy is that assistance for emergency rehabilitation, reconstruction or stabilization in Syria will be used in a democratic Syria or parts of Syria outside the control of the government of Syria under the leadership of Bashar Assad or associated forces”, — stated in the text of the document.

Under the bill, Washington can still help Damascus, but the authorities need to justify it and prove that Assad “has stopped attacks on civilians and civilian infrastructure.” As an exception, States were allowed to act in the interests of civilians, if we are talking about humanitarian needs.
